Your step from 20 to 21 is a diagonal move. These are not allowed I don't think.

PS: My solution is also 34 squares. It turns out to be almost the same as Bill's, though there's a small difference, and I did do it independently.

With the squares being so slick, a foot could slip while the other is still in place, letting her "step" on all 39 :p
